I don't know why this is such a problem. Pills are marked with codes so you can identify them. The cop could just call it in to see if the pill fits the discription on the bottle, I have seen them do it before. The bottle has a label to say what the pill is supposed to be, the quantity of pills within it, what the pill is for, when you should take them, and the name of who they are for. This cop just seems to be lazy. He just let them run off without solving the obvious disturbance of the peace.
