I think it's because all have African roots. 90% of the African slave trade went to Latin America (5% to the U.S.), so there are more blacks and mixed race blacks in Latin America than the U.S. (a whole lot more). Growing up on 80s music, I though Shelia E was a lightskinned African American, until I got a little older and discovered that she was half Mexican (iits true that her mother is a African American with Creole roots from Lousiana - many black Creoles look Latino because of their mixed ancestries). I even though that Lisa Lisa was a lightskinned black until I saw a commercial for the Puetro Rican Day Parade in 1995 and yes, she is Puerto Rican (research).
