so all the Americans pay taxes and instead of gaining benefits worth $30 billion out of these taxes, it goes to someone else !!!!!!!!!!

So instead of investing $30 b in I dont know, FREE HEALTH CARE, or maybe FREE EDUCATION SYSTEM, or lets see HELPING HURRICANE SURVIVALS, the US government finds it REASONABLE to pay this huge amount to a non-US citizens in another country.
