@Cyrdavolevole no, you need to get 100 hidden packages or steal one during a rampage (6 stars) it will not appear until hidden packages or 6 stars:)

@5004h Yes, it's easy to get Rhino with cheat, but believe me, it makes me more fun to play without using any cheat devices.

@whitenoiseeffect I have collected all 100 hidden packages. Actually after you find package number 90, you can see the tank on the army base.
