Just so everyone knows, testing confirmed that it was "fluorescein", a non-toxic chemical used in plumbing to find leaks. Apparently only a few drops are needed for normal testing purposes, so it's assumed that a prankster just dumped a bunch upstream and it mixed quickly. It's the same thing that they used to use in the Chicago River for St. Patrick's Day before a switch to some other dye. Why do I know? Because this is actually MY video. Nice conspiracy theories though.
