Probably because Russia is the largest nation in the world, geographically speaking. It owns a lot of lands that were historically occupied by non-white people. This doesn't mean Whites/Europids are not indigenous. They're in fact native to most parts of traditional Russia. These people in the video are Uralic tribesmen, mongolid in origin. However, due to years of race-mixing, many have become white. Just look at the Saami or Finns of today.

Besides, what are indigenous people in Russia? We are all indigenous! All that has happened is that more accessible parts changed while less accessible parts didn't.
