Not at all. If you read the first 126, they are full of adoration for beauty, joyful and sad. But by sonnet 130 he has given up on his Fair Youth (the preposed object of the first 126 verses) and he knows how cold beauty can be.

Why is he making all the mocking bits sound like he's trying to seduce someone? Shakespeare was taking the piss out of traditional love poetry, and the only romantic bit of the poem is at the end, when he says "I love her despite all the faults I have just listed".
