what do you suggest if he only pulls when he sees another dog or person? i cant see it ever being boring for him. nor can i find enough volunteers to make it boring

I've had my GSD on a pinch collar for the first year of his life, and I have to agree with you. It's done nothing to solve the problem, it only put the problem off.
