Google Voice as of today doesn't work like that -- in fact, it doesn't work worth $#&#$. Google has hired some of the best programmers in the world, but they don't seem to have assigned them to their "beta" (more like alpha) apps.

what would be cool is if the system showed a message that you have "craig's" number blocked and that he wouldn't be able to leave a message anyway.

This video needs to be updated. You no longer have to click EDIT on top. In fact, if you do, you won't find the custom greetings there anymore. Instead look below the contact you'll find a link that says:
Edit Google Voice Settings.
Then follow the rest of the video, though the screens are not exactly the same, they're close enough to follow. Good luck!
