This is cutting EPS or expanded polystyrene, the same foam type that is commonly used for ICF (insulated concrete form) construction.

oh I see , the re-bar ties go through the polystyrene holes and then the concrete is poured around the polystyrene so saving on concrete.
But the stress on the EPS with much concrete around it would surely make the structure unsafe ?

The EPS panels go on the outside of the concrete similar to ICF blocks. These panels need forms when the concrete is poured and curing. Once the concrete is set it is comparable to an ICF for strength and other aspects. The main difference is that you are not working with small blocks, but larger panels.

Does it cut XPS and Poly Iso Foam as well?

It will cut XPS (extruded polystyrene like the blue, yellow, and pink foam boards).
But the Poly Iso Foam is a polyurethane thermoset product that will not cut with heated wires.
