In 1284, the story goes, Hamelin, on the river Weser, was plagued by rats. So when a ratcatcher presented himself in fancy dress the mayor and town council employed him. He lured the rats away so easily that the mayor decided his efforts weren't worth the fee agreed upon and refused to pay. The consequences of not paying the piper were dire...but you can read the whole poem here:

train-oil is whale oil. A psaltery is a old musical instrument with strings. Tripe is the lining of an animal's stomach.
