Literal translation.
"evil Race" or "Magic Race"
Ma can be either "evil" like Aku-ma or Makai (demon world) but could also be short for Maho "magic".
the dragon race on this show is Shinzoku which would literally "holy-race".

A mazoku is a demon who feeds off negative emotions. That's why Amelia attacks him with positive ones to mke him weak, but that's a different clip, called 'an interesting way of fighting Xellos'.
