I'm working on this, but when I do it, I go backwards. I did discover, though, that if I point my toes and visualize poking downwards (i.e., towards the floor if I were standing) sharply, this moves me slowly forward. (Someone described a movement as trying to shake a wool sock off, and that's pretty close.)
In the video, though, you're clearly doing something much more relaxed.
Easy to practise sitting besides the pool, but once I do it while swimming, it is not as easy.
