it might be rabies because rabies makes them more agrresive and changes their voice as it is effected by rabies

yea this is mad cow .... rabies is a lot like it but not exactly the same... all thought the cow was def making noises that it usually doesnt make which is a huge sign of a rabid animal along with salavitating, loss of apitite, and urge to be alone.

This could actually be BSE (mad cow disease), which presents much like rabies (just takes longer for the cow to die).

@penguins2n2rainbows wrong. my family has a dairy farm and a cow tied to a tree or something would really not give two shits bout it. it wouldnt be this aggressive about it. its not even trying to get away, it just kinda looks like it well, has freaking rabies. also, rabies affects the tone of an animals voice and a normal healthy cow does not sound like that. cowz dnt do tht!!! go to a farm!!!
