n Germany we had this track in 91/92 (?) on the album with va "Real Sadness & Other Gregorian Mysteries". I think, the speaker is the same as in a trevor horn production with Grace Jones, "Slave to the rhythm". See video "Grace Jones - Slave to the Rhythm - Live At Wembley Arena, London 2004" here on youtube and compare. The beat is stolen from Ben Liebrands remix of "In the air tonight" from Phil Collins.
