Bush wasn't necessarily a fascist, but here's 'fascist' thinking at its finest. Black-and-white thinking is at the heart of fascism, and that's the spirit of it: we're united under a banner, and whoever isn't under it with us is an "outsider". "If you're not my friend, you're me enemy", et cetera.
It's that jingoistic kind of mentality that preys on fear.
