He's just powering up. All saiyans can do that it isn't limited to super saiyans.

Not quite. The footage of him actually transforming into SSJ was from the next episode preview from the last episode (as seen in the Dragon Box sets). However, the producers didn't want Pikkon to see his transformation until the tournament, so they made a sloppy last minute touch-up to make it seem as if he were just powering up. In short, he didn't transform in the original Japanese version, either, at least, not in the final cut.

I like how pikkon trashes cell like nothing (you know, the guy who goku couldn't beat 1v1) then loses to goku during the tournament.
I love the show, but the plot holes are seriously bad. It's almost like it was written by someone with the attention span of a 2nd grader.

@grimmrevelationn well you have to remember they have been down there for a good long time and have had time to train, so i could see goku using it to drop them quickly
