They should buy up land around towns cities and any place that might attract land developers.
If they buy up land around a town it would be harder for developers to build into the wilderness and spread concrete all over the place.
They should also take existing residential neighborhoods and pass laws that such neighborhoods cannot ever turn the houses into apartments or to increase the density of how many houses per hundred acres.
