I believe professional psychologists define a "fetish" as arousal via a non-human object. In other words, if you are aroused by any human part, it is not a "fetish." If there is such a thing as a "foot fetish," then there is also a "breast fetish," "booty fetish," "leg-fetish," etc.

When do you call it a fetish? If you just like feet or boobs or knees or whatever, it's not a fetish... It can be a sort of addiction...
If a girl likes shoes... she's not a shoefetishist, even if she has over 200 pairs of shoes...

this is for all the guys out there with a foot fetish who feel badly about it:
I dated a moderate foot fetishist when I was about 23.
We dated for about 6 months.
I tolerated it, and even made a bit of an attempt to indulge him.
We eventually broke up....for reasons completely unrelated to his fetish.
But I met up with him a few times over the years.
I found that I actually developed a bit of kink for it, myself.
Now, if I find out a guy I like has that kink, I consider it a perk.
