Israeli police can prevent people up to certain age from going to masjid al-aqsa when internal security (Shabaq) intelligence suggests a planned gathering of Muslims after prayer for violent protest on ideological or nationalist grounds.
If you knew thousands of people were going to amass in your neighborhood, shout, beat innocent people and throw rocks and firebombs in the street, wouldn't you demand the local police force to stop them in advance?

Yatef they were prevented from going to the Mosque in the old city thats why some prayed on the street in an effort to protest.
