And YES, he did use nitrous. According to a post he made back then at a Corvette forum when this video surfaced, he was extremely nervous during the race. I believe he over-revved 2nd gear and missed 3rd, caught them in 4th when his car finally gets a grip. You can even see in the video when he hits the nitrous, the entire front of the car lurches upwards... lol fucking rape.

This is a '99 Doug Rippie Motorsport Z51R, which basically is a tuner package for the C5 Corvette Z51 (not the Z06, since they started production in 2001). They do run all motor at 550hp, although this Z51R has a 100 shot of NX nitrous.
According to the owner's website, He's since had it supercharged and it puts down 526RWHP without nitrous and 654RWHP with nitrous. He says it ran 9.99 sec @ 138 1/4 mile with a 1.58 sec 0-60 time.
