Yes, 2008 was the first run of Topps American Heritage.
Hillary Clinton was featured in 2008 Topps Baseball Series 1 and Series 2, but there were no error cards. You may be thinking of the Derek Jeter/George Bush card from 2007 Topps Baseball.
