They were destroying the rules society had set up by defying all social guidelines and rubbing it in the faces of the uptight public. And they had very outspoken political views, Johnny Rotten in particular. They were the sound of the working class, they represented the ruin the british public felt at the time.

X ray spex, spreading an anti consumerist message? Even the american hardcore groups used their music to spread a message. Dead Kennedys and TSOL sung about their distaste in Reagan. Black Flag sung about abuse at the hands of the cops. Minor Threat tried to end drug abuse. Punk has always had meaning.
