How To Teach Any Dog PERFECT Obedience! (Sit,Down,Stand)

My issue with my german shepherd is this.Im away from home a lot cause of studies and stuff and i train him whenever im home.That is about every 2 weeks for a period of 3 to 4 days.My dog has learned sit down and stand but he doesnt do it whenever i tell him to.Meaning.When we are home and i say "sit" if i have a food lure he will at once.If i dont he might or might not but when we are outside he just doesnt listen to me.Only on food lures .Any suggestions on that?

im having trouble my dog will not follow the llure and its her faverite treat she keeps staying in the sit down position but if i move the treat away and out of reach she just sits there ... what do i do???????????
