When the monks are rounded up by the ruling junta, they're using waterboarding to get information out of them. But waterboarding is(n't) torture. Is it?

The UN security council says that it's an internal matter. It's internal to the definition of a nation. But when a nation splits between its people and its government, the definition of the nation should encompass both, after all the definition is artificial to begin with. It's in the interests of international politics and humanity to step in and end such a regime.
