  • The system is broken no doubt. But, this system depends on the involvement of the community and information from employers and family members. In interviews of people in the area, they commented about little girls playing behind the fence and hearing Garrido having sex. Some mumbled, but few complained. ALL knew about his priors. The system needs the community to work, just as much as the community needs the system to be safer. You do not get the result you expect, complain louder!

  • Red tape, huge bureaucracies, inflated pensions, benefits and salaries. Do nothing bureaucrats! That's how you monitor released sex offenders!
