It's called jump shotting and it's basically a glitch in the game that removes skill action. Contrary to popular belief it only helps if you're actually in motion while you jumpshot. Other than that it's a waste of time.

When you jumpshot as Ranger you can activate 1-5 skills at the same time (ignoring global cool down). He is probably trying to jumpshot to activate more than one skill simultaneously but has not mastered the timing.

the jump is useless to fight in the game, without jump it's the same fight. He just love jump :p.
