It is not well designed. In my opinion if they put the puzzle pieces, there was no mean to put also a loaderbar.
Besides, the Apple guys fixed this issue on later Mac OS releases.
And should we talk about the useless Windows 95 / 98 startup loader bar? Who does remeber it?
