The question is not if there is to much or to little police presence. You should rather ask weather or not, the police obey and follow the law and give people the chance to use their constitutional given rights. If you try to ask this question, I am sure you will find the answer to be a little blurry in Belarus....

Andy, you are wrong! I walked all around Minsk; felt safe, people were going about their business.
Here in Miami, where I live--and I am an American, I don't always feel so safe.
Washington, DC, NYC, Chicago--try walking around there at night-You would HOPE that the Minsk Police were all around you!
