dropped my car off at discount tire on Ina and Shannon to get the tires rotated and checked out, come back and someone pulled a smoking car next to mine that caught fire and spread to my car..

How is the shop responsible for someone driving up and going inside for tires and the car starts on fire. The shop in no way is responsible for the fire.
