Airport Access train in Tokyo , called "Narita Express"Part #3 contains from Yokohama to Shinagawa at Yokosuka Line第三弾、横浜から戸塚まで。主な見所は冒頭・横浜駅発車直後に見られる東海道の通勤電車や京急との併走、併走する京浜東北線E233系に映るE259系のボディ、開業間近の武蔵小杉駅ホームなど。一部区間、正逆光となってしまいますがご容赦ください。

You can see the shinkansen tracks towards the end of the video. They are the tracks secured with a fence on the right side at about 18:00

It supports the viaduct of the shinkansen high speed rail tracks which are located on the left side of the train in first instance (therefore not visible in the video) before the Yokosouka line tracks dive under them.
supports for an overhead line or highway or something -- too thick / high for catenary.
