The House voted 244 to 173 on Sept. 26 to pass the Public Expression of Religion Act.
When it is signed into law, the bill would prevent judges from awarding monetary awards and/or attorneys' fees to winners of lawsuits over religious displays. Judges still could order governments to take down displays or tell public schools to skip the prayer at graduation next time.
The bill specifically includes religious words or images on veterans' memorials, public buildings and state and local government seals; and Boy Scout units which are chartered by state or local governments or which use those entities' buildings.
