I'm by no means a Bush fan, but stammering aside, all he was trying to say was that tribes have chosen to remain sovereign from the government, and as such would receive the same negotiating treatment as any other body not directly administered by our government.
Maybe it's his fault in this scenario for assuming people would try to comprehend what he was saying instead of taking shots at his diction.

I heard none of what you have paraphrased in Bush's answer. I think you are being far too generous.
If he did mean what you said, that might be the entire problem about his presidency; 'The Decider' should not have to rely on the intelligent citizens of the world interpreting on his behalf.

I get it now!
Sovereignty is Sovereignty until U. S. laws changes!
Native Americans remain sovereign at the pleasure of the "decider" and congress.
In other words Native Americans could be tossed back into the Stone Age and that's why he refused to answer the question.

Bush, if the stories are true, had no idea of the complexities of tribal Iraq before he invaded that country.
From this video, it appears he has no concept of America's indigenous communities, either. Probably still sees the world as a giant game of 'cowboys and injuns'.
It is a tad depressing, being constantly reminded just how much more smarter most of us are than our elected leaders.
