You're right! He was top leader of Ussr only for a year and a month (most of which was sadly spent in hospital) but he "governed" Soviet superpower from "behind the scene", directing Brezhnev's policy in the last years when Brezhnev was ailing and almost uncapable to take decisions.
A comparison can be made between Chernenko and Mons Stanislaw Dziwicsz who was Pope John Paul's personal secretary such as Chernenko was Brezhnev's. Could Chernenko have been a good leader had he be elected younger?
