Well see the co-wrtier of Static Shock wanted to keep Richie a little true to his counter part in the comic book (Static Shock was based on a comic book), Rick.
Rick in the comic was gay and well....^^. So in the show Richie's pretty much doesn't have a prefference (besides for blushing every so often).
