its not because they were drinking and driving, its because they were being drunk dumbasses while driving, speeding or driving recklessly. some people can actualy drive fine drunk, but others im scared to get in a car with after 2 beers, i blew a 1.9bac and the officer said he had no idea i was drunk besides the smell on my my breath, some people can handle it some cant, i think arrest should be determined by the officer on a case by case basis. AMERICA!!!
