I have studied this topic at length and my understanding is that Surah Nisa 4:3 allows muslim men to marry more than one wife provide the objective is to support widows and/or orphans. Muslims scholars typically suggest that the only condition is to be just among them.
If we read 4:127, it says that no matter how much you try, you can never be just among them.
Give the theme of this surah, Nisa (Women), the ruling has to benefit women first and eventually the society.
