Yes it is. His name was Brian Hildebrand. He was actually a very talented worker, but was way too small to be a legitimate contender with all the guys beef'd up on roids in early 90's. He would often work live events as "The Ninja Turtle". Where he basically dressed as a ninja turtle. This promo was toward the end of the run in SMW, so they were giving Brian Hildebrand his chance to be in the big matches. He was so well liked by the boys that nobody had a problem putting him over.
