Hey Vechz,
This is not the normal behavior of nether wart in Minecraft 1.0. I guess you have edited this world with MCedit (MCedit still uses the 1.8 lighting code).
In a normal 1.0 world nether wart is not affected by the light level, except if it's placed under naturaly generated glowstone/lava (a weird bug).
Just generate a brand new world in 1.0 and try it.
