Actually, St. Catharines actually had a waterspout a few years back that did damage in Port. St. Catharines can get Tornado's but it's rare because we sit in the valley. Normally, they say NIAGARA region because Welland, Niagara on the Lake and other rural areas are acceptable to Tornadoes. I've chased some in the past. Normally though they are very weak-weak though. The warning was issued because a Tornado did touch down in Grimsby.

The storm was upgraded to a Warning due to a funnel cloud in Grimsby. The cell had huge potential, with bow echo's and everything. It caused a monster tornado in the states the day before. Most likely feeding off the lake killed it...like usual. But, there are areas in Niagara that are Tornado prone, it was a watch for the region.
