Doesn't Warren Buffet pay low taxes because most of his income is from tax exempt government bonds? In this way he is paying taxes because he's taking a lower interest rate while fueling the government spending addiction. The Warren Buffet low tax thing is all a bunch of semantic B.S.

Reagan's idea of closing loopholes: Put a huge import tax on Japanese cars so that their superiority in quality and price wouldn't destroy the American car makers. Big government protectionist agendas to fight the free market; that's Reagan's legacy. Oh, and giving businesses carte blanche to ignore labor laws and illegally bust unions so to make the gap between the rich and middle class wider.
