It's season 4-6 first of all. During Season 3 it was decided that the show would only go 6 seasons. Each season is self-contained and needs to tell a story in addition to developing the story of the series. So when they decided to do only 3 more seasons, they also decided that making them each 16 episodes (in reality 14-17-17) would allow them to tell a story better (this is quite evident in how much faster paced everything is). That would be the main reason, telling a better story.

Not sure. I think when they set a certain number of episodes a year or two back, they wanted to do 48 more episodes starting with season 5. A season is typically 24 episodes, so that would've just given us 2 seasons -- season 5 and season 6, 24 episodes each. They decided to split the 48 episodes into 3 seasons -- 16 episodes each. Along the way, we got a bonus episode -- episode 17. I'm not sure why they did it this way. I guess they're just prolonging it another season instead of just 2.

No... that is incorrect. Each season was designed to be 16 episodes for a grand total of 48... season 4 was cut short due to the writers strike and was only 14 episodes. They added a "bonus" episode to both season 5 and 6, replacing the two episodes we lost in season 4.

This doesn't exactly answer the question either. Why are seasons 5-7 "designed to be 16 episodes"? Or 17 if you count the "bonus". Seasons 1-3 were ~24 episodes each.
