It is tuned a holf-tone upper, hence the rows are un D/D# (D# being internal) Note that D# being Eb (well not far ...), you can play with with video with a Eb tin whistle or a fretted instrument with capo on fret 1. For the fiddle, unless you are a virtuoso, you have to tune it up by a half-tone.
It's derived from the D melodion (one row) where the notes are the same than on a harmonica in D. This accordion system uses a second row (external) that is tuned a half tone lower (C#) (exactly like a chromatic harmonica ant it's "pump" to lower the notes).
(except that AFAIK, the chromatic harmonica only exists in B/C)
