That's not icing a kicker dude. Icing a kicker is when a kicker make it the first, but i timeout was called before and then successfully kicks but misses the field goal. Like the Arizona situation. That was the Cowboys icing their own kicker. Dan makes it the first time, misses the second. This was just a normal block. Blocking a FG has nothing to do with freezing a kicker in his stance.

NY Giants have more NFC Title wins than the Cowboys, more TOTAL Championships than the Cowboys, and the Giants (since 1996) have won more playoff games than the Cowboys. Cowboys won a TOTAL of ONE playoff game since 1996. Some "Tradition".
