hahahahahhaa! this is how all three of mine act in the pasture. one them starts acting all silly, then the next, and then mister grumpy and "im too cool to play" will join in the fun. lol. :) i love it when they act like this. :) it shows they are having a good time, enjoying the weather, and enjoying life. :)

I assume you must be a youth. This horse is exibiting behavior consistent with frustration with biting insects and has no where to go to avoid them. It's not stupid behavior on the part of the horse, merely on the humans caring for it. Do this horse a favor and park him inside in front of a fan. Then do yourself a favor and strip down to your skivvies, roll in horse manure and go lay in this pasture and wait. Soon you will learn what the horse already knows.
