Madelaine Allbright told Sadman's Government that "AmeriKa isn't concerned about Border -Disputes among Client-States..". 3 days later Iraq went into Kuwait, & Nato had an excuse to use up the Stockpile, and re-equip, with Shiny New Death Machines. Which themselves, had to be deployed & used up, by GWBush's ReRun of Iraq and Absurdistan.
