    Yes, the simplest definition of electronegativity that can be given is usually stated in the following way.

    "Electronegativity is the tendency of one atom to attract the electrons in a covalent bond."

    Notice then that electronegativity only applies to covalent chemistry under its most strict definition, although more informally we can say "flourine has an electronegativity of 4.0" without referring to another atom...
