Yesseree, it's about time Scratch got ready to release a version 1.4! You can get more info on this website (shown in beginning of video): http://info.scratch.mit.edu/Scratch_1.4_Release_Candidate
I also give you guys a little preview of what the 1.4 BETA looks like near the end of the video. Just watch the whole thing in case you miss something. Anyways, if or when I find bugs in the BETA version, I'll report them to Scratch as they have explained on the page and this way they possibly WON'T have bugs in the complete version coming out soon.
