Not necessarily....the 360 uses a modified ATi X1800 while the PS3 uses a modified nVidia 7800.
360 uses an IBM PowerPC which is a tri-core processor so you would need to use at least something like an AMD Phenom X3 and the PS3 uses a Cell six-core processor which yeah, you'd need a Core i7.
So for graphics cards you'd need anything like that or higher.
I'm pretty sure all emulators of the last generation consoles have hefty system requirements. I heard you would need a core i7, and Geforce GTX series or equivalents at least to play those emus with a decent frame rate.
