This was likely another hoax meant to distract or uplift the masses. The blue shirts looked like paid actors, especially the leader. They were probably told by the government that it was for the greater good.

The project was primarily led by NASA, with help of the US government and American taxpayers. So it's understandable why America would get the praise. As for your second paragraph, were you referring to the UK or the US? I doubt you'll find any non-naturally made monoliths on Mars.
